Angela Shell was appointed Deputy Director of the Procurement Division and Chief Procurement Officer for the State of California on November 1, 2017.
Angela has more than 23 years of experience in California state service, most recently as the Division Chief and Chief Procurement Officer for the Department of Transportation (Caltrans), Division of Procurement and Contracts. Angela joined Caltrans in 1998 and held several positions, including Assistant Director for the Office of Business and Economic Opportunity, Chief of the Office of Construction Support, and Labor Compliance Program Manager
While at Caltrans, Angela administered the Caltrans Disadvantaged Business Enterprise (DBE), Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) programs, served as the department’s SB and DVBE advocate and the Caltrans DBE liaison officer, and was responsible for oversight activities related to contract compliance with Title VI and prevailing wage requirements.
She has extensive experience working with the small business community as well as the construction industry and other external stakeholders related to California contracting and procurement processes. Tenure December, 2017
