  • The Survey of State Procurement Practices collects existing policies and legal requirements for the 50 states, five territories, and the District of Columbia, which comprise the National Association of State Procurement Officials (NASPO). This data collection supports NASPO’s efforts to maintain a comprehensive knowledge base for public procurement professionals and those interested in advancing the critical government function.

    This year’s survey (2026 Survey) was revised to better capture the most relevant data on modern procurement office practices and to measure engagement with emerging issues and technology. It provides a statistical milestone against which past and future data can be compared to identify changes in the roles, responsibilities, and practices of state procurement offices and officials.

    For the purposes of this report, the term “state” will be used to refer to any responding state, territory, or jurisdiction. Executive procurement officials in 46 member states participated in the online survey, and 44 states completed all or nearly all questions, with another two member states offering responses to a portion of the questions. Survey findings presented in this report reflect statutes, regulations, policies, and practices as collected from March to June of 2026. This report summarizes and highlights responses to the 2026 Survey.
