Director Biography
Mr. Gleason is the Chief Procurement Officer for the State of Maryland and operates out of Annapolis and Baltimore. Since 2017, Bob has led his state's transformation effort to implement new procurement legislation. He created a new procurement career group, reorganized the state procurement workforce, implemented over 50 recommendations from the state Governor’s Procurement Modernization Commission, developed a new procurement manual, created a new website portal, implemented a new statewide eProcurement program ("eMMA" for eMaryland Marketplace Advantage), and created a structure and standards to delegate procurement authority throughout state government. He is now developing a Maryland Procurement Academy (“MDPA”) to certify state procurement officers to meet state Code and regulatory requirements. He is a career practitioner and formerly the senior procurement officer for the Commonwealth of Virginia. He led procurement for an international NGA after serving in the U.S. Army Field Artillery. He is a board member for the National Association of State Procurement Officers (NASPO) and serves as Vice Chair on the UPPCC Board. Bob is a graduate of the Virginia Military Institute.
