Director Biography:
David Tincher has served as the director of the West Virginia Purchasing Division under the Department of Administration since May of 1997. The division oversees the state procurement process, as well as administers many statewide programs and services, including Business Travel, Fleet Management, Surplus Property, and Fixed Assets/Inventory. Prior to being appointed division director, Mr. Tincher served in various buying capacities during his 29 years of state governmental purchasing service.
A graduate of Morris Harvey College with a bachelor’s degree in sociology, Mr. Tincher was recognized by the National Institute of Governmental Purchasing (NIGP) as a Professional Purchasing Buyer in 1983 and a Certified Public Purchasing Officer (CPPO) in 1990.
