Director Biography:
Sam Byassee joined the State of North Carolina in 2007, after 25 years in the private practice of law. He spent three and one-half years as General Counsel in the Office of Information Technology Services, with duties that included working with the Statewide IT Procurement Office and negotiating agreements related to North Carolina’s e-Procurement system. From May 2010 to April 2011, Sam was an active member of the State’s task force evaluating reformation of its procurement organizations and operations. He was named State Purchasing Officer and Director of the Division of Purchase and Contract in April 2011.
The Division of Purchase & Contract is the central purchasing authority for all State departments, institutions, agencies, universities, and community colleges. The Division procures a panoply of products and services with a total value of more than four billion dollars annually. It operates the State’s Interactive Purchasing System (IPS), which lists solicitations from all state entities, and, through Vendor Link NC, provides e-mail notification of bidding opportunities to registered vendors. It also manages the online purchasing system, NC E-Procurement @ Your Service.
