Sergio Paneque joined Michigan’s Department of Management and Budget (DMB) in 2009 as Director of Business Services Administration (BSA). In addition to statewide purchasing, BSA is responsible for print, mail and delivery services, records management, State surplus, and vehicle and travel services. As the Chief Procurement Officer for the State of Michigan, he directs the purchase of goods and services for the entire state, managing a portfolio of more than 1,100 contracts valued at over $22 billion.
Sergio brings a unique combination of departmental perspectives and purchasing experience to the position. He has previously worked for Information Technology, Treasury, Education, and the Attorney General, in addition to the Governor’s office and the legislature. He also engaged in volunteer service to the State as an appointee to the State Commission on Spanish Speaking Affairs.
Sergio has a Juris Doctor degree from Thomas M. Cooley Law School, and both a Bachelor of Arts in Accounting and a Bachelor of Science in Building Construction Management from Michigan State University. He is a licensed attorney with both the Michigan Bar Association and the Florida Bar Association, and maintains a Michigan builder’s license.
As the leader of statewide purchasing, Sergio will continue to improve upon the purchasing office’s goals of fostering a welcoming, fair environment for a diverse pool of vendors, while encouraging that they compete aggressively for State contracts, providing best value solutions to the State of Michigan.
