Director Biography:
Don Speer has served as the Executive Director of the Office of Procurement Services in the Kentucky Finance and Administration Cabinet since August, 2008. Don has 22 years of public procurement and administrative experience in both state and university positions. Don served as the Director of Purchasing and the Commissioner for Administration with Kentucky state government from 1988 to 2003 when he left state government to become the Director of Purchasing with the University of Louisville. Don holds a B.A. degree from Transylvania University in Lexington, Kentucky.
