John Bissell is the Director of the State of Tennessee, Department of General Services, Purchasing Division. His office is responsible for the procurement of all goods and non professional services for the State. Prior to being appointed as Director of Purchasing in February of 2007, John served for several years as Purchasing Administrator where he was instrumental in the design and development of the Tennessee Online Purchasing System (TOPS). John is heavily involved in the development of state purchasing policies and procedures and was selected to attend the prestigious Tennessee Government Management Institute where he was recognized as “Best Exemplary Leader” during the TGMI class of 2006.  John graduated from the University of Tennessee in 1983 with a BS degree in Communications. He has 23 years of experience in State Purchasing.
