Director Biography:
Mike Richart began his Commonwealth career in the PA Department of Conservation and Natural Resources as a purchasing agent. He steadily progressed on a career path that lead first to a promotion as a Buyer, responsible for the department’s statewide contracting. After advancing through several procurement management positions, Mike was promoted to Commodity Manager in the Department of General Services’ Bureau of Procurement. In this capacity, he was responsible for managing several commodity teams procuring IT services, professional services, printing and printing equipment. Mike was also instrumental in developing and implementing policy to improve the Commonwealth’s Request for Proposal process specific to the procurement of complex services.
Prior to returning to DGS, Mike worked for several years as a public procurement consultant. He holds a Master of Public Administration degree and is certified as a Purchasing Manager by the Institute of Supply Management.
