In November 2013, Governor Andrew M. Cuomo appointed Sergio Paneque as the Chief Procurement Officer for the State of New York. Mr. Paneque manages a portfolio of more than 1,400 contracts valued at over $16 billion and oversees New York State Procurement (NYSPro), an enterprise of the Office of General Service (OGS). Mr. Paneque is responsible for administering state contracts for core goods and services, the continued implementation of modern strategic sourcing purchasing practices, and managing the state’s buying power for state and local governments, and authorized users.
Prior to this appointment, Mr. Paneque managed procurement operations in New York City and the State of Michigan. Mr. Paneque served as the Chief Acquisition Officer for New York City’s (NYC) Office of Citywide Purchasing (OCP). Mr. Paneque re-engineered OCP processes to improve contract development and post-award management; enhance OCP interaction with internal and external customers; and leveraged technology to improve the services OCP delivers to City agencies in support of their mission. In Michigan, Mr. Paneque served as the Director of Procurement & Real Estate Services Administration in Michigan’s Department of Technology, Management and Budget.
Mr. Paneque has a Juris Doctor degree from Thomas M. Cooley Law School and both a Bachelor of Arts in Accounting and a Bachelor of Science in Building Construction Management from Michigan State University. He is a licensed attorney with both the Michigan Bar Association and the Florida Bar Association and maintains a Michigan builder’s license.
