Director Biography:

This is Mike’s second tour with the State of Maryland. He left the Maryland Aviation Administration in 1988 for local government procurement. Mike currently serves the Department of General Services as Director of Procurement, managing the daily operations of both the Office of Procurement & Logistics and the Business Enterprise and Technology Unit. Before DGS, Mike served at the local governments of Washington County, Frederick County, and Loudon County, Virginia. Certified by the Universal Public Purchasing Certification Council as both a Certified Public Purchasing Officer, since 1994 and Certified Public Purchasing Buyer since 1988, Mike is well versed in the procurement arena and has significant energy performance contracting knowledge, as well as commodity, service, construction, and A/E contracting.
