<title>IRS Issues Final 3% Withholding Guidelines</title>        
<description>&lt;p style="line-height: 12pt"&gt;&lt;span style="font-size: 10pt; font-family: &amp;quot;Arial&amp;quot;,&amp;quot;sans-serif&amp;quot;; mso-fareast-font-family: Calibri"&gt;&lt;font color="#000000"&gt;The final regulations regarding the 3% withholding requirement will be published in the Federal Register on Monday, May 9th.&amp;nbsp;&amp;nbsp;The regulations and brief analysis are found &lt;a href="http://www.naspo.org/content.cfm/id/issues_legislation"&gt;here&lt;/a&gt;.&lt;o:p&gt;&lt;/o:p&gt;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;
