Biography
Bio coming soon. Jean Helen McCain has been the Director of Wisconsin’s State Bureau of Procurement since April of 2005. Helen has worked in various aspects of public procurement since 1985 where she began as the Information Technology Section Chief in the State Bureau of Procurement. She has served as a Section Chief in the Bureau of Procurement on two separate occasions, from 1985 to 1987 and again from 1996 to 2000. She served as the Procurement Director for Wisconsin’s Department of Corrections (2000-2003) and the Director of Purchasing for University of Wisconsin’s System Administration (2003-2005). She also served as an appointee in the State’s Department of Development from 1987 until 1996 where she headed that agency’s administrative services division. Helen earned her bachelors degree from the University of Wisconsin Madison and stopped 6 credits short of a Master’s degree in communicative disorders. Helen has been a member of the National Association of State Procurement Officials (NASPO) since assuming the Director role in 2005. She is active in Wisconsin’s public purchasing community and is a member of the Wisconsin Association of Public Purchasers (WAPP). The State of Wisconsin centralized its procurement operations as part of the 05-07 biennial budget. The net effect of that consolidation was an increase Bureau of Procurement staff from 16.5 FTE to 43.5FTE. Helen has recruited for and filled 17.5 vacancies over the last 18 months as part of that consolidation. She has reorganized the Bureau to provide timely and efficient procurement service to state agencies. Helen is currently working with the Wisconsin Association of Public Purchasers to implement a procurement professional certification program for public purchasing staff in Wisconsin. Wisconsin is also in the process of implementing Oracle/Peoplesoft as a statewide ERP. The procurement module is the first to go live and Helen and the Bureau have been working to convert a variety of homegrown and disparate procurement systems to the new ERP.
