Biography

Douglas Richins is the Director of the Utah Division of Purchasing & General Services and the state's chief procurement officer, a position he has held since 1985. He has management responsibility for all supplies, equipment, and services used by the state government in Utah. The dollar amount of the purchases annually exceed 700 million dollars.

He is a past president of the National Association of State Procurement Officals (NASPO). In 2000 he was recognized by NASPO with its "Distinguished Service Award". He has also served as chairman of the Western States Contracting Alliance (WSCA), a cooperative purchasing organization comprised of 16 western states. A Certified Purchasing Manager, he is the past president of the National Association of Purchasing Management-Utah, a professional organization of purchasing managers from government, education, manufacturing and industry in Utah. In 1992 he was named as NAPM-Utah's "Purchasing Manager of the Year".

Mr. Richins serves as the secretary of the Utah State Privatization Privacy Policy Board and the Utah State Procurement Policy Board and is a member of the Utah Electronic Commerce Coordinating Council.
