Biography
Charles retired from International Paper Company after a 35 year career in Sales and Marketing and Supply Chain Management. His last position was Global Director-Supply Chain Management for a $600 million division.
After a brief period of rest and relaxation, he joined the Florida Department of Management Services in March, 2004 as Bureau Chief for Commodity Sourcing and Contracting and also served as the Bureau Chief of Information Technology Sourcing and Contracting. He has been Director of State Purchasing since January 2007. Charles is an active member of NIGP National and the Tallahassee NIGP Chapter, FAPPO and NASPO. He was recently named Chairman of the NASPO Emerging Issues Committee and is on the NASPO Board of Directors.
