NASPO

David Gragan is the Director of the Office of Contracting and Procurement for the Government of the District of Columbia. In this capacity, he is responsible for the acquisition of goods, services and construction for Washington, DC. Prior to joining the mayor's cabinet in DC, Dave was in the government procurement consulting business with CGI and Accenture. His career in public procurement, though, goes back to his work prior to consulting. He has served as the state procurement director of two states, Indiana and Texas. He is a Certified Public Procurement Officer (CPPO) and a lifetime member of NASPO, as well as a member of the Board of Advisors for the federal acquisition association, NCMA. He is also active in the National Institute of Governmental Purchasing (NIGP), and is a current NASPO Board Member (2007-2009). Before his service in state government, Mr. Gragan was a signals intelligence officer in the United States Marine Corps. He is a graduate of the United States Air Force Academy and the University of Southern California.
