Biography
As the Director for Government Support Services (GSS) Dean is responsible for the administrative oversight of the statewide Fleet Services which maintains and dispatches over 2300 vehicles; the central Contracting Unit which manages $155M in contracts; the State Mail operations that delivers 4M pieces of USPS metered mail and 1M pieces of interdepartmental mail; the Surplus Property program that dispenses all surplus state property with the exception of real estate; the Federal Food Commodities program which maintains a warehouse responsible for distributing 20% of school lunch commodities and services 4 specialty food programs; the Printing & Publishing operation that provides $2.5M worth of print services to state agencies annually; and the Helpline which provides state operator services to over 350K calls annually. The State Contract Administrator reports to Dean.
In addition to these responsibilities by virtue of his position Dean sits on the State Commission for the Purchase of Products and Services of the Blind and Other Severely Handicapped Individuals. This commission is responsible for establishing a list of goods and services to be provided to the state and local governments manufactured by this constituency group. Dean also chairs the Procurement Committee for executive agencies in the State of Delaware.
Dean holds a Masters of Science in Human Resource Management and a Masters of Science in Public Administration. Dean has been employed by the State of Delaware for 15 years.
