
NASPO is dedicated to aiding its members in the development of strategies for spending state stimulus funds responsibly, quickly, and within the guidelines provided by the law and various state and federal agencies. In addition, NASPO is taking this opportunity to work with partner organizations to influence the development of these policies and guidelines at the state and federal level.

- Recovery.gov--The American Recovery and Reinvestment Act will be carried out with full transparency and accountability -- and Recovery.gov is the centerpiece of that effort. Recovery.gov contains a timeline of stimulus action (including reporting deadlines). It also includes a list of FAQs and announcements including links to guidelines as they are published.

- That Guidance includes Appendix 9, "Interim Final Guidance for Federal Financial Assistance", which sets out guidance for state and local governments on the application of the "Buy American" requirement. Appendix 9 also sets out U.S. obligations under international agreements. - Department of Energy Guidance on Terms and Conditions
- Department of Education Guidance (including information on the state fiscal stabilization fund)
- FAR regulations released March 31, 2009 containing information related to ARRA and federal contracting. According to OMB, these regulations will be similar to changes to Title 2 concerning federal assistance. These include reporting in accordance with Section 1512 and Buy America provisions as well as publicizing contract actions.
- The U.S. Department of Health and Human Services (HHS) Federal Medical Assistance Percentages (FMAPs) for the first two quarters of Fiscal Year 2009 which have been recalculated pursuant to the American Recovery and Reinvestment Act (ARRA). These percentages will be effective from October 1, 2008 through March 31, 2009. Click here for the federal register notice announces the calculated FMAPs that HHS will use in determining the amount of Federal matching for State medical assistance under Title XIX and Title IV–E. The table gives figures for each of the 50 States and the District of Columbia.
- Vice President Biden letter to the Chairman of the Senate Homeland Security and Governmental Affairs Chairman Joseph Lieberman and Ranking Member Susan Collins, detailing current and upcoming Recovery Act oversight efforts and expressing his desire to continue to work with them to ensure that Recovery Act spending meets the highest standards for accountability and oversight. - Guidance on administering information systems for WIC
- H.R. 2182: "Enhanced Oversight of State and Local Economic Recovery Act", introduced April 29, 2009 by Rep. Edolphus Towns. The purpose of this bill is: "To amend the American Recovery and Reinvestment Act of 2009 to provide for enhanced State and local oversight of activities conducted pursuant to such Act, and for other purposes."

- Federal Interim Buy America Rule
- Office of Federal Financial Management (OFFM) within the Office of Management and Budget has provided notice of the “establishment of Government-wide guidance and standard award terms for agencies to include in financial assistance awards (namely, grants, cooperative agreements, and loans) as part of their implementation of sections 1512, and 1605, and 1606 of the American Recovery and Reinvestment Act of 2009 (Pub. L. 111-5).” This document is Appendix 9 released as part of the April 3rd Implementation Guidance for the American Recovery and Reinvestment Act. This document amending Title 2 is being published as interim guidance to federal agencies and is therefore effective April 23rd. Also note that while directed at federal agencies, the guidance provides recipients with needed information on what is expected when receiving recovery act funds and provides notice of the information “prime recipients” should be obtaining from their sub-recipients. Part 176 helps recipients understand responsibilities related to tracking, accounting and reporting transactions and preparing audit documentation and reports in accordance with Circular A-133. OMB is requesting comment on this document no later than June 22, 2009.
