Sample Intent to Participate
An Intent to Participate signifies the state's initial intent to participate in the procurement, prior to solicitation being issued. It will ensure that the state is listed in the final solicitation along with any unique Ts & Cs necessary. An Intent to Participate is not binding for participation in the contract.
A Participating Addendum is the agreement between the contractor and a Participating State (or a political subdivision with the consent of its state's chief procurement officer) that clarifies the terms and conditions of the Participating State related to the master contract, e.g. ordering procedures specific to a state, or adds other state-specific language or other requirements. Any deviation in requirements from the Master Agreement would require negotiation between contractor and participating entity.
