- That Guidance includes Appendix 9, "Interim Final Guidance for Federal Financial Assistance", which sets out guidance for state and local governments on the application of the "Buy American" requirement. Appendix 9 also sets out U.S. obligations under international agreements. The OMB Guidance will be published this week (of 4/5/09) in the Federal Register and provide 60 days for public comments before it is finalized.
