Pathways to Value: Shared Services and E-Procurement

The National Association of State Chief Administrators (NASCA) and the National Association of State Procurement Officials (NASPO) jointly released a report featuring two case studies developed by Leadership for a Networked World on state government shared services and e-procurement. Pathways to Value: Shared Services and E-Procurementwas created after the associations co-hosted the NASCA and NASPO Topical Roundtable in Washington, D.C., earlier this year, where state procurement officials and state chief administrators came together to examine the success of Ohio’s shared services model and Virginia’s e-procurement system. Each case study shares the unique opportunities and challenges of both programs, and includes insights from this group of 48 forward-thinking leaders representing 24 states.

Evolution of Strategic Sourcing

Strategic sourcing has been around for a few decades. This paper provides valuable insight into the use of this approach to state procurement. It discusses benefits and challenges, common misconceptions, how it differs from traditional procurement and where it can add value. Information obtained through phone interviews with 15 states are highlighted in the paper. The paper also addresses most successful and challenging spend categories and an assessment of how strategic sourcing has evolved over the past decade and where it is headed.
